The Consumer Directed Service (CDS) program is an incredible way that puts the care of an individual in their own hands. If someone needs help around their home and is of sound mind, they are able to hire their own personal care attendants to provide services to individuals with disabilities; enabling them to live independently. Participants in the CDS program are trained to hire their own attendants to assist them with daily tasks such as: Bathing/Showering, Toileting, Obtaining/Organizing Medication, Meal Preparation, Clean-up, Housekeeping/Laundry and Essential Transportation. We will provide training on hiring and managing attendants for CDS participants. In addition, we also ensure participants have 24/7/365 staffing back-up.

Benefits of CDS Programs

MedStar Home Health Services' CDS program is a consumer-controlled model. Consumer control entails that the person with a disability receiving services is the employer of the personal care attendant. Program participants are responsible for locating, hiring, setting work schedules and managing their own attendant. A qualified friend or family member may be hired as an attendant, with the exception of a spouse or any under the age of 18. The attendant must have a clean background check through the Missouri Family Care Safety Registry before being employed by a CDS participant. By using MedStar Home Health Services to help you manage this program, you will have the ability to have the caregiver you pick trained by our experts.

Qualifications for Consumer Directed Services

To qualify for the CDS program, a person must meet the following requirements:


  • Medicaid eligible
  • 18 years of age or older
  • Physically disabled
  • Capable of living independently
  • Require nursing level of care
  • Able to direct their own care
